we cannot trust that someone is doing the thing that they are 'most probably' doing, or what they say. they may actively be pursuing a secondary activity with great gusto, and protecting themselves using a formal primary statement.
merely because they devote 51% or 60% of their resources to something does not mean that the 40% or 49% are not their primary goal. this is the refinement of deceit.
